Stop using manage.py and use the following instead:

echo "export DJANGO_SETTINGS_MODULE=example.settings" >> $VIRTUAL_ENV/bin/postactivate
echo "unset DJANGO_SETTINGS_MODULE" >> $VIRTUAL_ENV/bin/postdeactivate

django-admin.py shell
django-admin.py runserver
